History - Orangemen in Canada and the Jesuits.

During the French regime Jesuits were granted considerable property and seigneuries, which they used for educational purposes and for their Indian missions. After the conquest, ownership of these estates passed to Britain, which held them 1763-1800, when the last Canadian Jesuit died. In 1831 London awarded the estates to Lower Canada. In 1838 Catholic bishops began to petition unsuccessfully for the appropriation of the Jesuits' estates in accordance with the wishes of the donors.

The Death of General Wolfe is a well-known 1770 painting by Anglo-American artist Benjamin West depicting the death of British General James Wolfe during the 1759 Battle of Quebec of the Seven Years' War. It is an oil on canvas of the Enlightenment period. West made an additional and nearly identical painting of the same scene for King George III in 1771. (More..)

The Jesuits, re-established in Canada in 1842, were authorized by Rome in 1871 to begin negotiating a settlement of their estates with the Québec government, the estates' owner since Confederation. Archbishop Elzéar-Alexandre Taschereau of Québec then intervened, arguing that revenue from these estates should be divided among Catholic schools rather than being given to the Jesuits, who wished to establish a university in Montréal to rival Québec's Université Laval. As Québec's Roman Catholic hierarchy quarrelled, Québec Premier Honoré Mercier called upon Pope Leo XIII to arbitrate the dispute.


In July 1888 the Legislative Assembly unanimously passed the Jesuits' Estates Act, which provided a monetary settlement: the Jesuits would receive $160 000 and surrender all claims; $140 000 would go to U Laval and $100 000 to selected dioceses. A further $60 000 was allocated to Protestant institutes of higher education. Since Pope Leo XIII had been arbiter, the Orange Order in Ontario vehemently opposed the settlement as a papist intrusion into Canadian affairs. A heated debate occupied the House of Commons in March 1889; the motion to disallow the Québec law was defeated by 188 votes to 13. Jesuit Estates controversy,  in Canadian history, dispute that arose between Protestants and Roman Catholics after the re-establishment of the Jesuit order.

When the Society of Jesus (the Jesuit order) was suppressed by the papacy in 1773, its extensive landholdings in Canada were transferred to the British government, with any revenues derived from them to be applied to educational programs. Popular demand for the educational and missionary services of the Jesuits forced Pope Pius VII to restore the order in 1814. In 1842 a number of Jesuits returned to Canada. (Source: Brittanica.com )

One of the major political controversies of nineteenth century Canada and one which divided the country both politically and religiously was the Jesuit Estates Act. The problem of the Jesuit estates dated back to 1775 when the Jesuit Society had been suppressed in Canada. When its last surviving member died in 1800 the Crown had taken over its estates. However, in 1773 the Pope had dissolved the Society itself thus automatically, it was claimed by the Roman Catholic Church, transferring its property to the bishops of Montreal and Quebec.

The Society of Jesuits, revived abroad between 1811 and 1814 and readmitted into Canada in 1842 began to press ffor repossession of the confiscated estates. The political leader of Quebec at the time, Mercier, a former Jesuit student, secured for them from the Quebec legislature in 1887 an act of incorporation. The next year he set aside $400,000.00 as compensation for their confiscated estates to be paid to whichever beneficiary the Pope might indicate.

Orangemen, who had long struggled in vain for legal recognition through an act of incorporation were furious over the Jesuit act of incorporation and angrier still over the payment of money. They reached their boiling point at the introduction of papal authority into Canada's affairs. The Grand Master of Canada, Nathaniel Clarke Wallace M.P., tore apart the Jesuit Estates Bill in a speech before the Grand Lodge of Canada meeting in Winnipeg, Manitoba. He pointed out that it was a dangerous precedent to have a foreign power allowed a final say over Canadian government policy.

Conservative leaders did not sense, as they should have done, the mood of the Orange leadership and indeed of the rank and file members. They were furious with the Conservative leadership. In parliament Lieutenant-Colonel O'Brien, an Orangeman, moved an amendment that the House of Commons should request the Governor General to disallow the action of the Quebec legislature. He was supported by only twelve other members, including Clarke Wallace, but the number proved to be unlucky for the government. "The Noble Thirteen" were toasted and cheered everywhere that they went.

The Orange Conservative M.P.'s who had failed to support them had stirred up hornet's nests of voter dissatisfaction in their own constituencies. One Orange Conservative, William McCulla M.P. for Peel County, had the following censure given to him for failing to vote with his fellow Orangemen:

"To Brother McCulla, explaining that we "view the altar", and emphatically condemn the action of the Dominion Government in not disallowing the Jesuit Estates Act....not raising your voice against it, but voting for the same, and placing party before country to the detriment of the Protestant religion and the equal right and liberties which you as a member of the Orange Order are sworn to support....Too many members of the society use the Association merely as a stepping-stone to influence and position, thereby traducing the sacred principles of the order....use your best endeavours to have the same brought before the Privy Council on its merits....we pledge ourselves in future to support only those...."

Orangemen had spoken. For the first time in the young history of Canada they had finally flexed their political muscle on the national scene and used their voting power to bring not only their own Orange members of parliament into line but to force the government to act. The government of Canada brought in an Orange Incorporation Bill and this time it passed through the House of Commons and received Royal Assent. Some fifty years after the first tries at incorporating the Association it was finally realized. The election of 1891 was a bitter one with many Orangemen refusing to vote for those members who had not voted against the Jesuit Estates Bill whether they were Orange members or not. McCulla's loss of the Orange vote cost him his seat in this election and the Conservative majority in the House of Commons was greatly reduced. Clarke Wallace, the Grand Master of Canada, retained his seat in the election. A commemmorative medal was struck by the 'Toronto Globe' newspaper to honour the 'Noble Thirteen' and today the Orange Lodge in Niagara Falls is known as Noble Thirteen L.O.L. in their memory.

Not only did Rome instigate World War I, but it was also instrumental in the Bolshevik revolution. While the Catholic church publicly opposed communism, it secretly financially aided and abetted the communist revolution in Russia at every turn. In April 1917, Lenin and some of his key revolutionaries were transported through Germany in the now infamous sealed train. Diego Bergen, a Jesuit trained German Roman Catholic, was the man most responsible for arranging Lenin’s journey through Germany to Russia.Bergen later became the German ambassador to the Vatican under the Weimar Republic and Hitler’s Germany. Of course, the Vatican expected a payoff for their financial and logistical aid to the communists. Between 1917 and 1924 the Vatican entered into secret agreements with Lenin,which assured the communists Vatican support if the communists would suppress the Russian Orthodox Church and make Roman Catholicism the Official religion of Russia.The immense wealth and land holdings of the Orthodox church were to be turned over to the Roman Catholic Church lock stock and barrel. In the end, however, Lenin and his successors double-crossed the Vatican, they took the Vatican money but sided with the Orthodox Church. This made the Russian communists the enemies of the Vatican.  The Vatican sought revenge by using the Nazis to invade Russia during World War II.  

The Vatican failed in World War II.What they failed to accomplish in war, they have accomplished through intrigue and diplomacy.The Vatican and the communists are now working closely again toward their ultimate objective of world domination. Former Jesuit Alberto Rivera found out that the Jesuit General in Rivera’s time was a Mason and a communist. Pope John Paul II is a Marxist communist, who has continued the progression started by Pope John XXIII and Pope Paul VI toward a Marxian inspired Catholicism.While Pope Paul VI cultivated close ties with Moscow, Pope John Paul II has chosen a Catholic communism that is independent of Moscow.  It was John Paul’s break with Moscow that caused them to attempt to assassinate him on May 13, 1981. In the early days of the communist revolution in Cuba, Catholic bishops and priests inCuba denounced communism.  Many Catholic priests were imprisoned or exiled by Fidel Castro. However, after the initial attack by the Communists on th e anti-communist priests, the Roman Catholic Church as an institution drew very close to the communist regime under Castro.The Roman Catholic Church since the early 1960s has steadfastly refused to raise its voice against the crimes committed under the communist regime in Cuba.In fact, the Catholic Church has worked to assist the Cuban communists.In the early 1960's a pastoral letter signed by most of the Cuban Catholic bishops, but not by all, condemned the U.S. blockade of Cuba and asked the people of Cuba to work to help the communist revolution. Some Catholic priests bravely refused to read the pastoral letter to their congregations.The Catholic Church was showing its true colors. Monsignor Cesar Zachi was the Vatican’s ambassador to Cuba.  As the official representative of the Catholic Church, Zachi avidly supported the communism of Fidel Castro.Zachi extolled the virtues of the communist revolution and continually asked the young people in Cuba to join the communist revolutionary militia.In fact, Fidel Castro was the guest of honor at Zachi’s episcopal consecration.  

Even when their own Catholic priests are beaten and tortured the Roman Catholic hierarchy turns a blind eye to the brutality of the Cuban communists.  For example Miguel Angel Loredo, a Catholic priest, was arrested by the Cubans and sent to prison.  He was beaten severely by Cuban prison guards and lay hospitalized.  When news of the beating spread abroad a Cuban official, Carlos Rafael Rodriguez, called the Catholic Nuncio, Cesar Zachi, to the Cuban Ministry of Foreign Affairs where he had a private conference with him.  After the conference, Zachi, as the official spokesman in Cuba for the Vatican, announced that the revolution had been very generous with Laredo and had treated him well since he had not been taken to jail, but a little farm where he devoted himself to the peaceful work of planting lettuce and radishes.  By that deception the Catholic Church perverted the truth in order to conceal from the world the barbarity of the communist regime.

The Vatican and the Cuban communists have had close ties now for almost 30 years. Fidel Castro was the honored guest of the Pope John Paul II at the Vatican in November of 1996 and the pope in turn visited Castro in Cuba in January 1998.  Both meetings were marked by cordiality, which puzzled and upset many in the American Cuban community, who don’t yet understand the close ties between communists and the Vatican.  Pope John Paul II has condemned the trade embargo of Cuba.  In an interview with Italian Journalist Jas Gawronski, Pope John Paul II had this to say about communism: "Communism has had its success in this century as a reaction against a certain type of unbridled, savage capitalism which we all know well." Apparently he is not the anti-communist the world press would have us believe he is.

It is not surprising that the Catholic Church would support communist regimes, the political philosophy that permeates papal encyclicals and council edicts is that all property is common to all, and private ownership must be subordinate to that principle.  That is the essence of communism and fascism.  In a Communist state the government owns all property, in a fascist state the people own property but the government controls what the owner is allowed to do with the property.  Pope Pius XI explains the Roman church’s position:

Provided the natural and divine law be observed, the public authority, in view of common good, may specify more accurately what is listed and what is illicit for property owners in the use of their possessions.  History proves that the right of ownership, like other elements of social life, is not absolutely rigid.

Pope Pius XI further stated:

Socialism inclines toward and in a certain measure approaches the truths which Christian [Catholic] tradition has always held sacred; for it cannot be denied that its demands at times, come very near those that Christian reformers of society justly insist upon.  Pius XI, Quadragesimo Anno, 109 (1931).

The communist philosophy of the Roman Catholic Church is inextricably woven into the political fabric of the Catholic Church.  It is not something that can be changed through a change in the Vatican leadership.  The doctrines of the Catholic religion are at the core of its communist collective political philosophy.  The Catholic leopard will not change its spots, because it cannot change its spots.  

The Irish Republican Army (IRA) is an example of the worldwide Communist influence of the Vatican.  The IRA was founded in 1969 as the clandestine terrorist arm of Sinn Fein, which is a Roman Catholic political movement whose aim is to subjugate Protestant Northern Ireland under the authority of the mostly Roman Catholic Ireland.  The IRA is guided by the hidden hand of the Jesuits.  The tenets of the IRA are based upon Catholic doctrine, and consequently the IRA has a decidedly Marxist orientation.  The IRA criminal terrorist activities include bombings, assassinations, kidnappings, extortion, and robberies, which are perpetrated against Protestant Christians living in Northern Ireland and the British government. 

The IRA is interlinked with other Communist terrorist organizations.  For example, on May 6, 2002, it was revealed that Marxist Communist rebels (FARC) in Colombia had been meeting for at least the previous three years and getting guidance from more than a dozen members of Sinn Fein and the IRA, who provided training in bomb making skills to the communist rebels and guided them in other terror activities.  In congressional testimony before the U.S. House of Representatives International Relations Committee, Colombian General Fernando Tapias, chairman of Colombia’s joint chiefs of staff, attributed to IRA training of the Marxist rebels the bombings of 320 electrical towers, 30 bridges, and 46 car bombings, resulting in the murders of 400 Colombian police and military officers.

Waterford resident Andy Woodiwiss was in Lewiston in 1997 clearing out his grandmother's belongings after her death when he came upon a military trunk that belonged to his late grandfather, Major Warren Lambert.

Inside were books and papers, many with "Top Secret" written on them.

Woodiwiss struggled for years over what to do with the historic documents he possessed. At one point, he was offered $1 million by a neo-Nazi organization for the records but turned it down.

On Wednesday, Woodiwiss, a retired GM worker, donated everything to the Holocaust Memorial Center Zekelman Family Campus in Farmington Hills "Many of the images have never been seen before," said Stephen Goldman, the museum's executive director. The museum plans to place items on display and develop a traveling display. "This is an invaluable collection," Goldman said. President Franklin D. Roosevelt named Lambert to head the Dachau trials, which ran from 1945-48 at the site of a Nazi concentration camp in southern Germany. U.S. military judges tried 1,672 people, including concentration camp commanders and guards, and those accused of killing Allied prisoners. Judges convicted 1,416 people and sentenced 297 to death. Warren Lambert lived from 1906 to 1987 and was a Michigan resident for many years. A professional soldier, he earned a Purple Heart and was in the first platoon into the Battle of the Bulge.

Victor Perillo, who runs WG Production Co. in Sylvan Lake, has written a docu-drama and book about Lambert.

Perillo said Lambert lived in Pontiac in the 1920s. When he entered the military, he studied military code and procedure.

In 1951, a congregation of the Presbyterian Church in Ireland was forbidden by denominational authorities to hold a meeting in their own church hall at which Paisley was to be the speaker. In response, the leaders of that congregation left the PCI and began a new denomination, the Free Presbyterian Church of Ulster. Paisley soon became the moderator of this denomination and was re-elected every year, except one, for 57 years.

The Free Presbyterian Church has a fundamentalist orientation, requiring strict separation from "any church which has departed from the fundamental doctrines of the Word of God." At the time of the 1991 census, the denomination included about 12,000 people, less than 1% of the Northern Ireland population.

He has preached against homosexuality and supports laws criminalising its practice. Intertwining his religious and political views, "Save Ulster from Sodomy" was a campaign launched by Paisley in 1977, in opposition to the Campaign for Homosexual Law Reform (Northern Ireland), established in 1974. Paisley's campaign sought to prevent the extension to Northern Ireland of the Sexual Offences Act 1967, which had decriminalised homosexual acts between males over 21 years of age in England and Wales. The campaign failed when legislation was passed in 1982 as a result of the previous year's ruling by the European Court of Human Rights in the case of Dudgeon v United Kingdom.

Paisley promotes a form of Biblical literalism and Anti-Catholicism, which he describes as "Bible Protestantism". The website of Paisley's public relations arm, the European Institute of Protestant Studies, describes the institute's purpose as to "expound the Bible, expose the Papacy, and to promote, defend and maintain Bible Protestantism in Europe and further afield."Paisley's website describes a number of doctrinal areas in which he believes that the "Roman church" (which he termed Popery) has deviated from the Bible and thus from true Christianity.

In the 1960s, Paisley developed a relationship with the fundamentalist Bob Jones University located in Greenville, South Carolina. In 1966, he received an honorary doctorate of divinity from the institution and subsequently served on its board of trustees. This relationship later led to the establishment of the Free Presbyterian Church of North America in 1977.

In 1988, when Pope John Paul II delivered a speech to the European Parliament, Paisley shouted "I denounce you as the Antichrist!" and held up a red poster reading "Pope John Paul II ANTICHRIST" in black letters. John Paul continued with his address after Paisley was ejected from the hemicycle by fellow MEPs. Some reports claimed that other MEPs, including Otto von Habsburg, assisted in expelling him from the chamber,and that Paisley was booed and struck by other MEPs, who also hurled objects at him, leading to his hospitalisation.

Paisley continued to denounce the Catholic Church and the Pope after the incident. In a television interview for The Unquiet Man, a 2001 documentary on Paisley's life, he expressed his pride at being "the only person to have the courage to denounce the Pope".[citation needed] After the death of Pope John Paul II in 2005, Paisley expressed sympathy for Catholics stating "We can understand how Roman Catholics feel at the death of the Pope and we would want in no way to interfere with their expression of sorrow and grief at this time."This was in contrast to Paisley's reaction to the death of Pope John XXIII in June 1963, when Paisley organised protests against the lowering of flags in public buildings after the death of the Pope.

He has claimed in an article that the seat no. 666 in the European Parliament is reserved for the Antichrist. Seat no. 666 is, in actual fact, occupied; at present, following the 2009 European parliamentary election, it is the seat of Conservative Polish MEP Elżbieta Łukacijewska.

He and his organisation have publicly spoken out against what he views to be blasphemy in popular culture, including criticism of the stage productions Jesus Christ Superstar and Jerry Springer: The Opera, as well as being strongly anti abortion.

Although at political odds with the Republic of Ireland, he has some religious followers in two counties (County Donegal and County Monaghan). It was specifically in his religious capacity that he first agreed to meet the Taoiseach, Bertie Ahern.[citation needed] Paisley revised this stance in September 2004, when he agreed to meet Ahern in his political capacity as leader of the Democratic Unionist Party.[citation needed] Known for a sense of humour, at an early meeting with Ahern at the Irish embassy in London, Paisley requested breakfast and asked for boiled eggs; when Ahern asked him why he had wanted boiled eggs, Paisley quipped "it would be hard for you to poison them".

The Unregenerate are Under the Power of Satan

Mankind apart from Christ is enslaved to the god of darkness and lives, breathes and thinks in terms of the great satanic lie that sin and idolatry are true freedom. “But even if our gospel is veiled, it is veiled to those who are perishing, whose minds the god of this age has blinded, who do not believe, lest the light of the gospel of the glory of Christ, who is the image of God, should shine on them” (2 Cor. 4:3-4). “You are of your father the devil, and the desires of your father you want to do….When he speaks a lie, he speaks from his own resources, for he is a liar and the father of it. But because I tell you the truth, you do not believe Me” (Jn. 8:44, 45). “I [Jesus Christ] will deliver you [the Apostle Paul] from the Jewish people, as well as from the Gentiles, to whom I now send you, to open their eyes in order to turn them from darkness to light, and from the power of Satan to God, that they may receive forgiveness of sins and an inheritance among those who are sanctified by faith in Me” (Ac. 26:17-18). 

If man is bound by his sinful flesh to the prince of darkness and is blinded by Satan, then obviously his will is not free. Men who have “been taken captive by him [Satan] to do his will” (2 Tim. 2:26) can only be set free by someone stronger than Satan—Jesus Christ and His Spirit (Mt. 12:29). Because “the whole world lies in the power of the evil one” (1 Jn. 5:19) and all unbelievers are children of the devil who do not practice righteousness (1 Jn. 3:10) and everyone walks “according to the prince of the power of the air, the spirit who now works in the sons of disobedience” (Eph. 2:2) we can only be liberated by the almighty power of the Holy Spirit sent by the victorious Mediator at the right hand of power. Thus of Jesus we read: “Inasmuch then as the children have partaken of flesh and blood, He Himself likewise shared in the same, that through death He might destroy him who had the power of death, that is, the devil, and release those who through fear of death were all their lifetime subject to bondage” (Heb. 2:14).

What Does the Phrase 'Dead in Sin" Mean? by John Hendryx

"And you hath he quickened, who were dead in trespasses and sins" - Ephesians 2:1
"Even when we were dead in sins, hath quickened us together with Christ, (by grace ye are saved;)" - Ephesians 2:5

"And you, being dead in your sins and the uncircumcision of your flesh, hath he quickened together with him, having forgiven you all trespasses" - Colossians 2:13

What does the phrase 'dead in sin" mean? What does it mean to be spiritual dead? And how did these simple concepts become so convoluted?

Arminian or synergistic arguments against the Calvinist interpretation 'dead in sin' usually go something like this: There is no Scriptural evidence for the mistaken calvinistic notion that spiritual death means to be like a physically dead corpse and so nonresponsive and unable to believe the gospel. the Reformed view of "spiritually dead" or "dead in sin", they claim, refers to dead spirit of man, that (the inner spirit) is what is dead. Therefore the Calvinist comparison of a dead body’s inability to respond with a dead spirit’s ability to respond is fundamentally flawed...and that if the Bible says unsaved humans are “dead in our sin” this alone is insufficient for making deductions about the dead spirit’s inability to choose Christ. If that is the case, they reason, then spiritually dead people should not be able to do anything more than corpses can do, which want to show is plainly absurd. An often used example:

To prove the Calvinist view of "dead in sin" is wrong, notice the Bible plainly teaches that those who are dead in sin can resist the Holy Spirit. Now have you ever seen a corpse resist something? Of course not. So if we adopt the implications of the Calvinistic definition of “dead in sin” then we must deny that anyone who is dead in sin can resist the Holy Spirit or reject the gospel (Acts 7:51; 2 Thess. 2:10; 1 John 4:10; Rom. 10:21). Corpses can’t resist or reject anything any more than they can see or hear anything. This, they reason, shows that Calvinists have misinterpreted the meaning of dead in sin.
Dead is dead, right?, they say. “How do men “dead to sin” choose pornography, marital infidelity, etc.? In other words, they reason that Calvinists take the phrase “dead in sin” too far. Arminians will propose that “dead in sin” means something less than living “as a walking cadaver in a spiritual graveyard” whose “ear is deaf to any word from heaven” (Sproul). They will say they have read Calvinistic articles that argue things like man is no more capable of responding to God’s offer of salvation than a corpse is of responding to an offer of a fine meal. But man can respond, they say.

So what do Arminians claim that “dead in sin” really means?
In the context of a series of verses that like Ephesians 2:1-3, Paul says that the Gentiles are “excluded from the life of God” (Ephesians 4:18). “Excluded” could also be translated “alienated.” Arminians usually propose that “dead to sin” means that man is alienated, hostile, separated from God, and void of eternal life. To be dead in sin means to be separated from God (and, thus, His life). But it does not mean he is incapable of responding to the gospel.. Death is separation, Arminians argue, not simply a termination or cessation of life. Physical death is the separation of spirit from body. The body ceases to live and decay begins, but the spirit continues to exist.
When Paul says, “The wages of sin is death,” he is not simply referring to the cessation of corporeal existence, the Arminian argues. Therefore, to the Arminian, spiritual death for the natural man is better understood as separation from God and not in terms like, “spiritual cadaver” or “spiritual corpse.” If you use terms like that, then you have to refer to a “walking cadaver.” In other words, you’ve got to have a cadaver who still functions somehow. It’s better to just go with “separation from God.” Again Arminians will argue that if unregenerate man is cadaver-like and incapable of hearing from God and believing in Him, then, they reason, why aren’t regenerate men cadaver-like with respect to sin, Satan, and this world?


Response: All of these arguments actually reveal a fundamental misconception of what is meant by Calvinists when they use the biblical phrase "dead in sin" to refer to man's spiritual inability to respond to the gospel. Furthermore, I believe I can fully demonstrate that classic Arminians believe almost exactly the same thing as Calvinists with regard to man's natural condition apart from the Holy Spirit.

Stay with me here because I believe a lot of unnecessary ink has been spilled over this issue. Scripturally speaking, "Spiritually dead" refers to the idea that the unregenerate man (that is, the person without the Holy Spirit) is dead to spiritual things. His utter inability to respond the spiritual truth is due to the fact that he is unspiritual, of the flesh. Jesus said, "that which is born of flesh is flesh, and that which is born of Spirit is Spirit... The Spirit gives life but the flesh counts for nothing...that is why I told you that no one can come to me unless God grants it" (John 3:3, 6; 6:63,65) The person who is flesh is unregenerate and therefore dead in sin or spiritually dead. He is dead to spiritual things BUT IS ALIVE TO THE FLESH. That is why he can love sin and resist the Holy Spirit. Notice in the three quotes from Ephesians and Colossians at the top of this article... in each instance, quickening or regeneration is the solution to the problem of being dead in sin. What is that? It is the work of the Holy Spirit. That is, apart from regeneration, the sinner remains dead in sin or in his natural condition of original sin. To drive home the point, lets ask, can a person come to Christ apart from any help from the Spirit?

The Scripture says that "no one can say "Jesus is Lord" except in the Holy Spirit." (1 Cor 12:3) So "spiritually dead" does not mean man has a dead spirit, but rather is void of the Holy Spirit and therefore is dead to spiritual things. Paul said, "For when you were slaves of sin, you were free in regard to righteousness" (Rom 6:20).

Again, in another critical passage on the subject, Paul said,

"But we impart a secret and hidden wisdom of God... these things God has revealed to us through the Spirit. For ...no one comprehends the thoughts of God except the Spirit of God. Now we have received not the spirit of the world, but the Spirit who is from God, THAT WE MIGHT UNDERSTAND the things freely given us by God. And we impart this in words not taught by human wisdom but taught by the Spirit, interpreting spiritual truths to those who are spiritual. The NATURAL PERSON does not accept the things of the Spirit of God, for they are folly to him, and he is NOT ABLE to understand them because they are SPIRITUALLY DISCERNED." (1 Cor 2:7; 10-14) (emphasis mine)
Spiritual truth spoken to an unregenerate man is not discerned, foolish and unacceptable unless God reveals it to us by his Spirit, and he gave His Spirit that we might understand, as the text says. What is ironic about this whole thing is that the very Arminians who spill so much ink refuting this actually believe this very same thing. I would like to issue the following challenge to any Arminian or synergist: Can a natural person, left to themselves, even lift a finger toward their own salvation? or have any response whatsoever to the gospel APART FROM the work of the Holy Spirit? No, in fact traditional Arminianism teaches that unless the Holy Spirit grants "prevenient grace" then there is not even the possibility of any response. So frankly I am baffled as to why Arminians would spend time writing countless articles in an attempt to refute something which they themselves already affirm. The very necessity of prevenient grace to the Arminian excludes the possibility of a response by those dead in sin, and demonstrates beyond any further question, that they fully embrace the term "spiritually dead" in the exact same way as the traditional Calvinist. This is not where these to camps differ. The difference is whether this working of the Holy Spirit in the heart of the unbeliever prior to salvation is monergistic or synergistic....whether it effectually accomplishes God's intended design or whether such grace can be resisted by man. That is really where we differ, not over the meaning of the phrase "dead in sin". At least the concept of total inability to respond is precisely the same apart from grace.

To review, man's natural condition is that we have no spiritual life in us and are therefore dead to the things of God. By nature we have a moral inability an thus no inclination to believe the Christ of the Gospel. Prior to being born from above were are in bondage to our sinful impulses, unless and until the Spirit first opens our blind eyes, deaf ears and stony hearts to the gospel.

But lest there be any misunderstanding, lets be clear, the Apostle Paul wrote that even though the natural man is 'dead in sin', that 'faith comes by hearing, and hearing the word of God.'(Rom 10:17). No one is saved apart from believing the gospel. But Paul also teaches that the word must be accompanied by the Holy Spirit or it will fall on deaf ears. In 1 Thess 1: 4,5 he says,

"For we know, brothers loved by God, that he has chosen you, because our gospel came to you not only in word, but also in power and in the Holy Spirit and with full conviction."
He knows they are chosen by God because the gospel he preached was impressed upon their renewed hearts by the Spirit, without which, he could preach till he is blue in the face and they would never respond. In a like manner, a farmer can do all the things necessary to plant crops, but unless God blesses his work with rain from above, the farmer's work will not be productive. Our job, the scripture teaches, is to preach the gospel, declaring to the world the good news of the gospel of Jesus Christ (John 5:24). We plant and water, but God alone causes the growth and opens the heart.
Paul said that we are to 'persuade' unbelievers, and to 'reason' with them, and this was his own practice. Now why would Paul write and practice this if he knew people are as dead as Lazarus and incapable of believing or hearing the truth? Because it is only through the proclaimed gospel accompanied by the effectual working of the Holy Spirit to change a heart of stone to a heart of flesh that one believes in Jesus. So yes, Jesus is asking us to do what is impossible. He asks us to preach to those dead in sin... to people who cannot and will not respond. But being impossibe should never stop us from obeying and being used as a means to accomplish Jesus’ end, because "what is impossible with man [faith and repentance] is possible with God." So we do not let the fact that we can’t cause the new birth stop us from heralding the gospel to all creatures. That is, in fact, how people are born again, through the good news of Jesus Christ as the Holy Spirit opens their ears to it.

So I believe this clearly demonstrates that this whole argument against the Calvinist understanding of "spiritually dead" does not make sense because, apart from Arminian prevenient grace, they believe the same thing about the natural state man. Where we differ is over the nature of saving grace ... not over our inability believe or respond apart from the work of the Holy Spirit.

DECEITFULNESS OF SIN

All sin takes its origin from false views of things. Our first parents would never have sinned--had they not been deceived by the tempter. Eve saw that the forbidden fruit was beautiful, and she was persuaded also good for food, that is, pleasant to the taste and nutritious. Here was a deception. This fruit was never intended for nourishment, whatever might have been its flavor. It was intended for trial, and not for food.

But the greatest deception practiced on our first mother by the arch deceiver was, that the eating of this food would make her wise to know good and evil, even as it is known to God. The deceitful words of the tempter wrought this unfounded persuasion in her mind. The desire of knowledge is natural, a part of man's original constitution, as well as the appetite for food; but these natural propensities are not to be indulged by every means, and gratified on all occasions, but should be kept under the government of reason and conscience. The brutes were made to be governed by appetite and instinct; but man is the subject of law, and he cannot but feel the binding obligation of law. He is a moral agent, and may properly be subjected to a trial whether he will obey the law of his Creator.

How widely different does sin appear after it is committed--from what it did before. Passion or craving appetite creates a false medium by which the unwary soul is deceived, and led into transgression. After our first parents sinned, "their eyes were opened." A sense of guilt unknown before now seized them, and this was like a new vision—not of beauty, but odious deformity. Innocence was lost. Shame and confusion take the place of peace and purity. Unhappy change! The guilty pair are now sensible of their great mistake, of their guilty act, of their disgraceful condition, of their ruined state. Their whole race is ruined! What will they do when their Creator shall make his usual visit—heretofore so delightful and instructive? Hark, he comes—his voice is heard in the garden. The wretched culprits are seized with terror and consternation. Guilt causes them to flee from the presence of the best and kindest of fathers. They try to hide themselves. They run into the densest thickets of the trees of the garden. But they cannot conceal themselves from the eye of Omniscience. They cannot escape from the arm of the Almighty, much less resist his power.

Behold, the Creator not finding his creature man in his proper place, sends forth a voice, which must have been like the most terrible thunder, when the awful sound penetrated his ear, and resounded through his whole soul: "Adam, where are you?" Trembling, the guilty pair come forth to meet the frowns of a displeased and righteous Judge. We need pursue the interesting history no farther at present.

From this first transgression, by which sin entered into the world, we may form some idea of its deceitful nature. This first sin is a sort of example of all other sins. As they flow from this as streams from a fountain, they all partake of the poison of their origin. In all sin there is some bait—some apparent good—some expectation of pleasure or profit from unlawful indulgence. In all sin the mind is under a delusive influence. Right thoughts and motives are for the moment forgotten or overborne; the attention, like the eye of a beguiled bird, is fixed on a point from which it cannot be withdrawn. The enticement prevails, and guilt is contracted.

PORK BARREL RELIGION.

I had been observing the people of Naga City, Bicol since last week, 8 days before the 116th Anniversary of Tagalog Revolt (KKK) or now what is popularly known as the Philippine Independence Day, branded by many as "Araw ng Kalayaan" or Day of Freedom? I must say many are indeed deceived and misinformed of what really this day signifies. To many it is a day of celebration that as Filipinos we should be proud of our heritage and of what our ancestors had done to achieve a state of freedom from the Spanish Religious Conquest. Yes, it is mainly a conquest in the name of their King and Religion. The expansion of Roman Catholic Empire was extended to this part of the world. Our Malayan Islands colonized by the Spaniards and some Portuguese loyal to King Phillip II whose parents had done so much atrocities in murdering and persecution of many of Protestant Reformers in Europe. King Phillip II was also a strong supporter loyal to his false religion in invading and killing ignorant and helpless people and countries in the name of his Roman God and Pope. What a king, he did not only continue the evil ways of his parents but also looted gold and silver from the Spanish Americas and from this part of the world... the so called Philippines named after him, a man whose heart was devoted in making people slaves and subordinates by hook or  by crook in the name of God and Romanism. 

So what is Independence Day? Why the name of this king is still branded on our nationality? 20 Million USD was a lot of money in those days... and could it be the sum or payment in return for our freedom? Don't be mistaken it's not the Hollywood film invasion of Extra-Terrestrials with mega size space machines... but perhaps I can define it as Independence Day in the name of entertainment.. you know like Hollywood but of course its for real and some  secret society or societies are behind this evil architecture.

It was the red, white and blue flag with yellow sun and stars inside of a triangle I first noticed being prepared by many people in Naga City for the celebration of the Philippine Independence Day. The present Philippine flag is notorious for being masonically inspired because of its symbolism. President Noynoy Aquino was the man of course to initiate this great day in honor and commemoration of Bicol's Masonic leaders who revolted against the Spanish Regime whose friars were involved in the killing and torture of many revolutionaries? I believe the torture equipments used in the tortures of these people were similar to what they have used in Europe during the Spanish Inquisitions. And of course their Priests and Inquisitors were the chief villain who killed members of the revolution, including a few number of priests who wanted independence from the corrupt Roman Catholic church system whose salvation is currency based and good deeds in favour of their so-called saints and friars who were none the less sinners like us according to the Holy Scriptures. I did not hear Pres. Noynoy Aquino mentioned in his speech who tortured some of the 15 Martyrs of Bicol Province. Perhaps he did not know about it in ATENEO who were the friars who tortured the Bicol Martyrs. I'm not surprised it should not be mentioned like the Mainstream Media in this nation who are Pro-RCC and of course to protect the Church.

What do we see from the celebration of the 116th year of Philippine Republick but protests from the people because corruption is deeply eating the fabric of this nation whose domineering religion is notorious for centuries of corrupting nations and souls mainly through Jesuitism. Romanism is not only deceiving many but leading many into a New World Order of lies and delusion. 

It might be true religion is the opium of the people but it can also be the "pork barrel scam" of  this country called THE PHILIPPINES.

May the Triune God of Creation help us and save us from this present reign of deceptions and CORRUPTION.

Is Repentance Necessary for Salvation?

"First to those in Damascus, then to those in Jerusalem and in all Judea, and to the Gentiles also, I preached that they should repent and turn to God and prove their repentance by their deeds." Acts 26:20

"I have declared to both Jews and Greeks that they must turn 
to God in repentance and have faith in our Lord Jesus." Acts 20:21

  There is a divergence of viewpoints on this topic that, recently, has led to quite a bit of contention among evangelicals. This has also been known as the Lordship, no-Lordship debate. After we strip away the bark what is left is the difference between the Reformed and a dispensational view of salvation.  After doing some serious personal contemplation over this I have personally come to the conclusion that the difference lies in each camps’ understanding of the doctrine of regeneration. 

The dispensationalists will argue that to require repentance, as part of salvation, is to actually add another requirement to ‘faith alone’. In other words, to require belief in Christ’s Lordship in addition to the belief in Christ as Savior is tantamount to adding a work and confusing the simple gospel of faith alone with some action on the believers’ part. Any addition to simple faith is seen as another gospel and dangerously close to salvation by works. Such critics would thus define repentance to only mean a change of mind towards one’s previous view of Christ. 

On the other hand, the Reformed understanding salvation is that God commands all persons to repent and believe the gospel. Repentance here means to turn away from all known sin and from trusting in one’s good works.  A Reformed understanding sees faith and repentance as two sides of the same coin that really cannot be separated.  To believe in Jesus means to recognize that one is a sinner in rebellion against God.  It is not simply adding Jesus to one’s life among other interests but to consciously forsake other loves and idols.  Prior to salvation one’s love for sin was more than one’s love for God.  The result of grace working in one’s soul caused the repentant sinner to have a new affection for God that now desires God more than he desires sin. 

I will argue here that the difference between these two positions is no mere argument about semantics.  Rather, this is an argument about hermeneutics, about how one understands God’s work of salvation in one’s soul. I commend the dispensational position for attempting to protect the simple doctrine of faith alone but it fails to take into account the doctrine of regeneration.   Understandably, the dispensationalists see the additional requirement of repentance as unbiblical from their viewpoint since they have embraced a synergistic scheme of salvation.  What do I mean by this?  I mean that most dispensationalists teach that the atonement and grace are God’s part in salvation, while faith is our part.  But the atonement and the grace they speak of is not effectual in and of itself and cannot effect the completion of salvation without the cooperation and consent of the sinner.  Somehow the sinner, in his unregenerate, fallen state has the ability to turn to Christ in faith with some help from God’s grace.  But in the final analysis, it is the sinner that contributes his faith as part of the requirement of salvation.   Such a belief sees regeneration as the result of, rather than the cause of faith. 

The Reformed understanding of repentance and faith is that both of these are not something that the sinner contributes to the price of his or her salvation.  They are, rather, the supernatural result of God working new affections in their soul.  Therefore, repentance is not something that the sinner is adding in addition to faith as a work, but both repentance and faith are seen as the infallible result of the new birth that is applied to sinners by the Holy Spirit.  A biblical understanding sees faith and repentance not as something we create or perform or supply, apart from regenerative grace.  The unregenerate are truly incapable of creating a right thought, generating a right affection, or originating a right volition, so God, in His mercy, gives to His people freely, that which He demands from us.  God disarms the opposition of the human heart, subduing the hostility of the carnal mind, and with irresistible power (John 6:37) draws His chosen ones to repentance and faith in Christ. The gospel confesses, "We love Him because He first loved us."

When admonishing us to teach the gospel to unbelievers the Scripture says do so, "with gentleness correcting those who are in opposition, if perhaps God may grant them repentance leading to the knowledge of the truth." (emphasis mine). It couldn't be more clear that the apostles viewed repentance as something God enables us to do, since the unsaved are being held captive by the devil to do his will and unable and unwilling to loose their chains on their own. 

What I would argue, therefore, is that it is the dispensational view that actually adds to the simplicity of the gospel of grace.  That is because I believe the Scriptures teach that the very desire for faith itself is a gift of God’s mercy.  The idea that it is something that we ourselves generate in our fallen nature is the cause of great confusion in our day.  All evangelicals will agree that faith is our responsibility but a deficient view of man’s depravity has led to erroneous doctrines that make faith itself something we have to contribute to our salvation and therefore it is perilously close to trusting in something we do in order to win God’s approval for salvation.  If you don’t see this, ask yourself how a fallen sinner who hates God suddenly was able to generate affections for God.  If I share the gospel to two men sitting in the same room and one believes the gospel, why is it that he believed and not the other?  Was one more spiritual, have more love, have a better knowledge, originate a better thought?  From where in his soul did he get the power to believe? Any answer other than God’s pure grace is saying that God choose us because of something right or good within us. Even if you believe that God initiates with grace (as a synergist), we still have to respond by drawing from something within our unregenerate nature. The Scriptures testify that the:

“… natural man does not accept the things of the Spirit of God, for they are foolishness to him; and he cannot understand them, because they are spiritually appraised. 1 Cor 2:14

And

“…the mind set on the flesh is hostile toward God; for it does not subject itself to the law of God, for it is not even able to do so.” Rom 8:7

So in the end, I would argue, it is actually the synergistic dispensational view that is erroneously making additions to the pure gospel that says, “salvation is of the Lord.”  They very beginning and desire for faith, by which we believe in Him who justifies the ungodly and comes to us through regeneration: does this belong to us by nature or is it a gift of grace itself, the inspiration of the Holy Spirit amending our will and turning it from unbelief to faith and from godlessness to godliness? If not then you have missed the point of the Scripture which declares, "And I am sure that he who began a good work in you will bring it to completion at the day of Jesus Christ" (Phil. 1:6). And again, " For by grace you have been saved through faith; and that not of yourselves, it is the gift of God; (Eph. 2:8). Grace does not depend on the humility or obedience of man but it is a gift of grace itself that we are obedient and humble, for the Scriptures testify "What have you that you did not receive?" (1 Cor. 4:7), and, "But by the grace of God I am what I am" (1 Cor. 15:10). 

So the requirement for repentance and to believe that Christ is Lord is plainly taught in the Scripture.  The dispensational view would have one reject Christ’s Lordship when coming to faith.  No, the correct understanding is that God works new affections in us. When spoken in the power of the Holy Spirit, the word of God has the power to graciously open people's eyes, change the disposition of their hearts, and bring them to faith and repentance (James 1:18, 1 Peter 1:23, 25).  Anything less is to misapprehend what God does when he raises us from spiritual death.  Faith and repentance are not something we get the glory for: God gets all the glory. 

Does God have mercy upon us, apart from His regenerative grace, so that we believe, will, desire, strive and labor?  Shouldn’t we all confess that it is by the efficacious working and inspiration of the Holy Spirit within us that we even have the faith, the will, or the desire to do all these things as we ought to?  Repentance or yielding to the Lordship of Christ at the time of salvation is just a simple product of our new nature in Christ, not something we do to earn a new nature.  I would argue that many dispensationalists who uphold no-Lordship are actually teaching that salvation is by grace plus faith rather than this historic Christian teaching of salvation by grace alone through faith alone. That even faith itself is not of ourselves but a divine gift to the soul, for what do we have that we did not receive?. (2 Tim 2:25, Phil 1:29, Hebrews 12:2, 1 John 5:1, Rom 3:24, Ezekiel 11:19-20; Ezekiel 36:26-27; Eph 2:8, John 1:13) Do you see the difference? One makes faith something we contribute to complete the work of salvation while the other views salvation as a work of God alone.

To conclude, this issue is so critical that the church in America must reclaim a right understanding this doctrine if it has any hope of continuing usefulness to God in the world.  God deals with us personally, not as abstractions, as those who have transgressed His law, who are hostile and engaged in obstinate rebellion against His legitimate authority in our lives. The seriousness of man's fallen condition has often been put aside in modern churches due to, what I believe, are erroneous views of repentance. The casualness of our message to merely "accept Jesus" without helping people to understand our wretched condition, allows many to remain stubbornly unyielding in their pride and sin.  This large-scale "user-friendly" message in today's evangelical churches have given rise to a Christianity that gives hollow worship to Christ but creates a heart that remains unrenewed and still delights in sin.  

Many are unwilling to give the Lord their allegiance because they have not been born again. They are told, however, that because they "accepted Jesus into their heart" at some moment in the past that it doesn't matter that they now live in rebellion against God. The continuing spirit of defiant, willful rebellion to Christ's authority as an unbroken pattern of our churches are a direct result of a lack of understanding among church leaders of the doctrine of regeneration.  (Source: Monergism.com )

Peres, Abbas to attend Vatican prayer event Sunday

Pope Francis invited leaders during visit last week; Israeli Druze and Muslim clergy will join rabbis for peace gathering

President Shimon Peres will head to the Vatican on Sunday to participate in an interfaith peace prayer event at the invitation of Pope Francis.
Francis issued the invitation to Peres and Palestinian Authority President Mahmoud Abbas during his visit last week to Jordan, Israel, and the Palestinian Authority.

According to a statement released by Peres’s spokesperson, Abbas, Peres, and Francis will be joined by Jewish, Christian and Islamic religious leaders.

The event will feature readings about peace by the clergy from the Tanach, the New Testament and the Quran. Francis will then read religious verses with Peres and Abbas, which the three will have selected for the ceremony.

Israel’s delegation, which the Chief Rabbinate helped to select, will include members of the local Jewish, Druze and Muslim communities.

Traveling with Peres will be Rabbi Rasson Arussi, of the Chief Rabbinate Council; Israel Prize laureate and Talmud scholar, Daniel Sperber; former chief rabbi of Ireland and interreligious adviser to the Israeli Chief Rabbinate, David Rosen; spiritual Leader of the Druze faith in Israel, Sheikh Moafaq Tarif; and Sheikh Mohammad Kiwan, chairman of the Muslim community of Israel.

Abbas’s delegation is also expected to include Islamic and Christian leaders.

In order to accommodate Jewish religious beliefs, the event will be held in a garden that is not a place of prayer, nor will it hold any religious symbols.

The Vatican will broadcast a live feed of the event to viewers across the world.

Peres will also meet with Italian political leaders, including President Giorgio Napolitano and Minister of Foreign Affairs Federica Mogherini.

During his recent trip to the Middle East, Pope Francis was able to get agreement from Muslim and Jewish authorities for a unified monotheism but was unable to convince the Orthodox Christians, according to P2 Freemason sources.

As the Pope visited the Middle East, the head of the Italian P2 Freemason lodge was in the Philippines where he tried to cash six bonds, including the one pictured here:

These 15 quadrillion dollar bonds are supposed to be backed by “King Solomon’s tunnel of gold,” according to the P2.

The White Dragon Society suggested to the P2 that they start by bringing just one kilo of gold to generate cash to bring over more kilos of this mythical gold. The WDS also suggested the Orthodox Christians might be more open minded about unity when the mass murder stops in places like Syria, the Ukraine, Iraq and Afghanistan.

The push for a one world religion comes as a series of public and private pronouncements by Western elites makes it clear that there is panic in the ranks of the Nazi/Zionist leadership.

Sources at the Pentagon and the CIA however, think that Obama will be

impeached long before his term ends.

The CIA says that last week agency white hats stopped an Obama plan to use mass casualty terror attacks in Las Vegas, Texas and Washington D.C. as an excuse to start martial law. “Fourteen of those involved on Obama’s side (terrorists) were killed very quietly,” a senior CIA source said. Impeachment proceedings against Obama have now started, he said.

The resignation of Veteran Affairs head Eric Shinseki removed a major Obama ally in the Pentagon and that “as of this point, there is no evidence Obama has any backing at all,” a senior Pentagon source said.

It also turns out, according to a Japanese government source, that Obama was only able to scrounge up $9 billion on his recent begging trip to Japan.

Obama this week will be visiting Europe this week for a G7 meeting that was originally supposed to have been a G8 held in Russia. Then it was decided to use the Ukrainian psy-ops as an excuse to cancel the Russian G8 summit and have a European G7 summit instead. Now it turns out Russian President Vladimir Putin will be invited too, but, technically, not as part of the G8 but to celebrate the 70Th anniversary of D-day.

The Western elites have been having a lot of such urgent meetings recently, and have more urgent meetings scheduled, presumably to find a way to stave off revolution. The Bilderberg meeting held over last weekend in Denmark was thoroughly leaked to the press in what seems to be an attempt by the Bilderbergers to appear more open.

This attempt to appear open because, as an MI5 source put it “The mask is slipping and it is now becoming obvious that the political process in Brussels is only a facade to distract the sheeple whilst the Comission (Commisariat) leads the bureaucracy in imposing collective policy.”

“The importance of the EU project for the cabal was to enable Europe to become a currency block which is a big step to facilitating a one world electronic credit system,” he added.

However, voters in both in the UK and France now overwhelmingly support parties that oppose this process.

Marine Le Pen of France’s victorious Front National has vowed to take France out of the Euro and break up EU power.

Removing Heywood would probably break the dam and allow arrests in the UK and very damaging information about George Bush Jr. and Sr. to come out in the UK media. This was very interesting for me to read because I knew both Naoto Kan and Shinzo Abe before they became Prime Ministers in Japan and the same thing happened to them. They became like robots who were not acting in accordance with their own free will but rather by remote conrtol.

This is M-K Ultra, or Mind Kontrol Ultra, the Nazi mind control technique at work on world leaders. They are hit with a combination of extreme terror and extreme bribes and forced to act according to orders. The Nazi/Zionists themselves say they take their orders from an alien entity known as the “black sun” that “lives in the gamma rays.” I did not say it, they did.

In any case, the impeding fall of the Nazi/Zionists in the UK and the US means Germany, where support for the EU is strongest, will have to look to Russia, instead of to France and the UK, if it wants to continue big European integration projects. Germany’s Chancellor Merkel and Russia’s Putin have known each other for a long time, speak each other’s languages and are working towards some big deal, according to WDS sources in Russia.

This is closely connected to the Russian gas bill deadline to the Ukraine. The Ukraine cannot pay, the IMF has offered to pay but apparently has no money, the Americans can’t pay so, something has to give. It could well be that Germany will join the Russian/Chinese BRICS alliance.

These big public changes in power and big meetings like Bilderberg, the G7 and others are accompanied by lots of activity in the esoteric part of the financial system.

Last week, in addition to the Vatican bank bonds above and the fake Kennedy bonds mentioned earlier, a group approached the WDS saying, with refreshing honesty, that, “we do not have any gold but we do have a dollar printing machines, is there anything we can do with that?” The approach came via a South Korean group to a communist Chinese government representative in Tokyo.

The Swiss-Indo group also tried again last week to cash historical bonds while, like the P2, telling stories of vast hoards of gold, but not offering any proof.

Emperor Akihito and Prime Minister Abe of Japan are also trying to cash big bonds, according to a Dragon family representative.

The Chinese, for their part, have also made a big move by ordering all their banks to remove US made computers because they have back doors that allow US agencies like the NSA to steal Chinese money.

The WDS has suggested that in order to break the deadlock at the highest ranks of finance, that an entirely new agency, with vast funds at its disposal, be created to plan how to create an ideal planet. It will be run in transparently and humanity as a whole will participate in deciding how to use the agency’s money for the greater good.
